I failed to find any document indicating how to change upstream URL of certain package in pkgdb.
If possible, please change the upstream URL of libstoragemgmt to https://github.com/libstorage/libstoragemgmt/
Or please kindly let me know better approach.

The easiest way is to change the url in the spec file and rebuild the package in rawhide.
We then have a cron job running every Friday and updating the information using the data from the yum repositories (ie the spec files).
The other approach is to do it manually by calling the API at: https://admin.fedoraproject.org/pkgdb/api/#edit_a_package
