When a packager has no ACLs, pkgdb2 displays an error message "No packager of this name found." Even when he is administrator for a package, for instance with the FAS account "social" https://admin.fedoraproject.org/pkgdb/packager/social/ https://admin.fedoraproject.org/pkgdb/package/openstack-packstack/
It would be more consistent and less confusing to display the usual packager page with 0 packages

I can't find another example and this one has been fixed. Since this is a corner case and in my own opinion, not very important one, it's good if we could fix it though. It's not worth to spend too much effort on this one. I'll close the ticket until I find another example or will directly file a PR :)
