its not clear at all when searching for packages that retired packages are excluded.
adding ?status= to the query shows all but its not easy to find.
because of how searching works people assumed incorrectly a package had been removed completely.
The default behavior is changed to search all packages https://git.fedorahosted.org/cgit/pkgdb2.git/commit/?id=2be702bd68a15aa54b81bff3e2f75eac4eff956e
And the option box on the right side has now a drop-down box to filter per status.
