For instance, https://pagure.io/docs/fedora-hubs/ is empty, but the tab still shows. So people think there are no docs. But, the README has stuff, but they may not go looking there when there is a nice looking 'Docs' tab.

There is a setting in the project's settings page to turn off the doc, but pagure itself doesn't know if there is something for this project on docs.pagure.org

IMHO, the docs option in the pagure settings should be turned off when someone creates a new repo, so it would reduce it showing a lot more too.
