If you disable pull requests for a project, the "request pull" / "request remote pull request" buttons are still shown on the commits tab.
There should be no way to submit a PR if they are disabled for a project
Is this for a fork or a regular project?
I initially tested on a fork, but it seems to show on a regular project as well.

The remote PR is indeed a bug (I can fix that), but do you also see the regular PR one?
