#5451 When editing a comment, one can still send an empty comment and delete it

This is very bad.

  1. Write a comment, like in an issue
  2. edit that comment
  3. accidently below the "update" button, click on the "send" button where the "add new comment" box is

The element to send a NEW comment is not hidden when editing a comment. When sending a new comment instead, the edited comment is deleted and an empty comment is placed there.

There is no interface to restore that deleted comment.
