As I understand it, the primary use-case for forks here on Pagure is for usually a single user or group to fork, hack on the code, then submit a PR for the main repo.
As such, it might make sense that the forked repos have the issue tracker and the Pull Requests turned off by default when making a new fork. Of course the user can turn them on if they want to have them, but IMHO, it makes sense to have them default to off in this case.
