#5301 put a "Moved" notice on obsolete docs/install-guide issues page

I found https://pagure.io/fedora-docs/install-guide/issues with a promising list of old and new issues with the Fedora Installation Guide. There's even a link at the bottom to • File an Issue •. But this is the wrong place. It would be nice if this had a notice

Mmm, well, that footer link is at the bottom of every Pagure page, as it's the link for filing an issue about Pagure itself. I suspect the only reason you found it is because there's no other such link on that page.

The link to open a new issue in the fedora-docs Pagure project (the list you were viewing) used to be in the upper-right corner of the list, but it was removed when that issues list was shut down.

So, there are a couple of things at play here:

  1. Pagure's footer links, I suppose, could explicitly be labeled "File an issue with Pagure" — and, for good measure, "About Pagure" — instead of just "File an issue" and "About", since the context isn't always completely obvious it seems.

  2. For the Documentation projects that have emigrated to GitLab, in addition to changing the project description to point to their new home (which only covers the landing page), it would probably be useful to add a final "THIS PROJECT HAS MIGRATED TO GITLAB" issue at the top of their issue lists, as well. That could be left open for as long as the list is still reachable, to point people in the right direction if they arrive directly to the issue list via either web search or external direct link.

(That's probably the best form any sort of migration notice could take. Adding some sort of migration banner to the issues list would require development, which is apparently not in the cards. The migration notices on the main project pages are displayed as the project description, a pre-existing field.)

Not sure what's needed, or who would have the proper rights, to add a new issue to the migrated projects now that they've been shut down, tho. Regular users are no longer able to submit new issues locally. Which, like I said, is why the only link you were able to find for submitting an issue on that page was the one for the repo-management software (Pagure) itself.
