#5270 Cannot create a pull request with empty commit

A simple empty commit like git commit --allow-empty -m 'Rebuilt for new OpenSSL' is needed to rebuild Fedora packages that use %autorelease -- however Pagure does not allow me to create a pull request with empty commits.

Similarly, some merge commits may appear empty and Pagure won't let me create the pull request either (e.g. a PR from https://src.fedoraproject.org/rpms/python-pathspec/c/204c8a976314b6709b1be5d7a14b413dc71c93f5?branch=rawhide to https://src.fedoraproject.org/rpms/python-pathspec/c/34c69edf64b638d199da3a26ee6d7aa5af0a4ced?branch=rawhide)


More and more packages use %autorelease now and the inability to open PRs with empty commits is blocking me. I've sent several git-formatted emails instead to the package maintainers, but it does not scale.

Hello folks. This is getting more annoying every day. Could you please prioritize this issue or at least respond?
