I need to see the latest changes to this directory https://pagure.io/fedora-packages-static/blob/master/f/vue and I don't see how I can list commits that are relevant for this dir.

There's not a button for this (patches welcome!), but here's how you can see it: https://pagure.io/fedora-packages-static/history/vue?identifier=master

Looks like Pagure doesn't link references from PR, but here is the PR to fix that - https://pagure.io/pagure/pull-request/5184

I just copy-pasted from code from file view.
