As a follow on to #5150, it would be great if a user who is no longer interested in an issue they opened could remove themselves as the opener when the project still wants to pursue the issue.

Even better if the owner could be changed so that an issue could be opened on behalf of another user. This is particularly helpful for when an issue is opened on the wrong repo.
