For repos like https://pagure.io/CoC, it would be great if it were possible to set in the project settings that issues must be filed as private issues, rather than allowing the option of filing them publicly. This would make it easier to ensure that information remains private for projects used for that purpose.

We already have this option and iirc it's already being used there
