If a user is an admin on both the destination group/namespace, and on a project, they should be allowed to move the project to that group without having to ask a site admin.
If the project is in an existing namespace that user should probably also be an admin there, but if the project is not namespaced, this obviously does not apply.

There is not "official" mechanism in pagure to move projects. You can do it by messing with the DB and the file system but that is it. There is already a RFE asking for this feature (renaming/moving project). If that gets implemented, I expect people with admins privileges (be that directly or via a group) will be granted the permission to do this action.
