It's not possible to add images to the initial pagure issue, they can only be added to subsequent comments.
When I drag/drop or Browse to choose an image, the only thing I see in the edit box is "<!!image>" . It's also not possible to add by editing the initial entry.
Haha! it worked for the bug report, classic. OK so it doesn't always happen. Sometimes it works.

We really should bite the bullet and change that behaviour.
