If I go to https://pagure.io, I get the impression that they aren't. The about page seems like the next logical place, I get no related info which increases that impression. Then I click on the "pagure" link, and it says I should run my own instance, again increasing that impression.
Projects unrelated to Fedora are perfectly fine on pagure.io. This is just the Fedora-hosted instance. We do want to encourage people to run their own instances, if they're so inclined, though. :)
