#4979 New mirror projects should default to pull requests disabled

Because of #4930, having pull requests enabled by default when mirror projects are created is somewhat pointless. We should default to mirrors not having pull requests enabled.

Perhaps also disable issue tracker by default too, but that matters a lot less...
