I think these tickets were imported from some other place (fedorahosted, maybe?). If this is indeed the case, then maybe the problematic part was the migration script, and not pagure itself.

I think it should be possible to come up with a script that eliminates duplicate comments in the database, but I don't know how this pagure instance works under the hood, so it's hard for me to say.
