Currently the Fedora release engineering scripts use a file short cut to talk to /srv/git/rpms/ to do mass branches at releases. During the EPEL-8 work we found that this script does not work for pagure+repoSpanner (or any tool which doesn't not have simple file based changes).

Talking with pingou, he said to put this in the pagure queue for him to look at what was needed.
