Show comment edit history as a drop-down option with the ability to see diffs between comment edits

Background

In some cases, an individual may edit another person's comments in a PR or issue. When this happens, it can be confusing to tell what someone's original words were versus the words of the editor. Sometimes a comment from Fedora Project leadership in an issue could be edited and its original intent misconstrued. Showing a transparent ledger of past edits and what each edit changed mitigates this risk.

Details

1. User files an issue
2. Maintainer edits issue or comment in the issue
3. A drop-down menu in the original comment or a regular comment appears, indicating an edit was made and by whom
4. Clicking the menu shows the last 5 edits made, with the option to view full history
5. Clicking on a specific edit timestamp shows the original content before that edit, with a diff of that specific edit overlaid on top

Outcome

• Easier to understand comment history when multiple edits are made
• Harder to misconstrue someone's intent or words without their consent
