#4458 Rebasing PR does not work for some reason

Trying to rebase https://pagure.io/releng/fedora-scm-requests/pull-request/11419 from UI, but getting:

Failed to rebase this PR

This is a duplicate of https://pagure.io/pagure/issue/4456

Basically, one cannot rebase PR that one doesn't have access to.

I thought this was a bug and was told it's a feature.
I'll try to figure a way to allow this workflow :)

@pingou Honestly, I would expect that the PR rebase feature would override normal permissions, because it's required for being able to merge the code.

That was my original idea, I thought this change was a bug but I was told it's a
feature.
Anyway, 5.6 now allows the person submitting the PR to let the maintainer of the
project they target to rebase their PR/branch (and it defaults to "yes").
