#4447 editing a file should create a new forked branch

If one edits a file a fork is created.
However if there is an existing fork it will likely be out of date.
It would be better if pagure created a new fork branch to use for the PR
instead of using the old existing branch.

Actually maintaining forks is a pain in general in all "forges":
they should provide easy UI for merging upstream branches.
