#4334 RFE: improve feedback when comment field is empty

If the comment field is empty and the Submit button is pressed, pagure appears to process the commit although nothing is ever posted.

Contrast that to GitHub where the user is warned about the empty comment field when trying to submit:

Do we want something similar where the button is enabled altrought the comment textarea is empty and the alert message appears when it's clicked, or do we prefer a disabled Comment button and a tooltip explaining why is disabled?
