#4255 Allow "blocking" users

Sadly, sometimes there are people who behave in a negative and unbecoming manner in projects. This may lead to Code of Conduct enforcement etc. In these cases, it would be an important function to have a "block" function, that would prevent a user from being able to comment on or report issues in a project.

This is implemented but only at the instance-wide level.

We could support this on a per-project basis.
