#4118 For remote pull requests, changing the target branch does not work

At https://src.fedoraproject.org/rpms/emacs-rinari/diff/remote, if one enters Test for "Title", https://github.com/scfc/fedora-rpms-emacs-rinari for "Git repo address" and obsolete-el-package for "Git branch" and leaves the "To branch:" selection untouched as master, after clicking preview the line beneath "Create Pull Request" reads "Pull from https://github.com/scfc/fedora-rpms-emacs-rinari obsolete-el-package to rpms/emacs-rinari master". If one opens the listbox for master and chooses for example f28, the form loads https://src.fedoraproject.org/rpms/emacs-rinari/diff/f28..obsolete-el-package?project_to= with the error message "Bad Request: Branch obsolete-el-package does not exist".


Good catch, let's see if we can fix it :)
