I think it helps to show issues and PR's by last modified by default. Some of the projects have hundreds of issues (including this :stuck_out_tongue_winking_eye:) and it would be easier to show them by last modified by default and this helps to check if someone has updated a ticket which got opened an year ago.
If its something that others might not like, then having a project setting that shows whatever they select by default does helps as well.

There is already one, see the drop-down "Sort" at the top left of the issue page, leading to, for example: https://pagure.io/pagure/issues?status=Open&order_key=last_updated&order=desc
I am inclined to close this one as won't fix. There is an option to filter by last update, I do not really want to make it the defaults as it would make the ordering of the tickets/PRs potentially different every time you open the list :(
