I was adding an issue to a milestone at about the same time that the issue was closed by a separate process. My metadata update had the effect of re-opening the issue even though I did not make any state changes in the form.

I wonder if this is at all related to #3952
The underlying cause is that we added the possibility to add comment via ajax when the SSE server is down and this is an unforeseen side-effect.
It's already being tracked down in https://pagure.io/pagure/issue/3879 so I'm going to close this as duplicate and I'll be working on a fix for it (which may be drop that feature)
