Key tags in API is empty for pull requests which contain some tag. We can find only comment in pull request where is that 'Pull-request tagged with: some-tag'.

Yes, I have an example. For example https://pagure.io/api/0/koji/pull-request/1120 . You can see that tag Usability is in the comment, but not in the list of tags.
Looks like PR tags aren't exposed at all in the API, so this is more and RFE than a bug :)
Adjusting but it's an easyfix :)
