#3886 !! Pagure notifying on Private Tickets via email

Private tickets 37 and 38 were opened in the emea-swag-requests repo. Either I received an email for a ticket I shouldn't be able to see or I am being denied access to a private ticket I should be able to see. I am not sure which is going on, but I suspect it is the email.


The project: https://pagure.io/ambassadors-emea/swag_requests has added the group https://pagure.io/group/ambassadors-emea to the project with commit access, so every one in this group will be receiving notifications about tickets open on the project, and since the group has commit access, these notifications will include private tickets.

So the issue seems to be the later: you should have access to the ticket. There seems to be some issue going on with groups in 5.1 :(

This ticket and #3882 have the same root cause, which I just found and fixed. I need to add some tests for my fix and I'll send a PR
