Report button is surely confusing. I tend to click it instead of New Issue button, because it is closer to the content (Report issue). I would prefer Filter button with dropdown to the left of right of search field. See -b.png in attachment and compare to current -a.png

But reports aren't filters, tags, author, assignee are filters. Reports are specific combination of filters, they aren't filters per say.
Note that this page has been redesigned by @ryanlerch so it might already fix this issue :)

It declutters interface a bit, but the change to hide the search string and split it into several fields is not a good UX for me.

Ouch. It should not had been happen. :D I was first thinking that this is a duplicate, then switched to new design and then back and commented, and Duplicate filter is far right, so while submitting post I may not be aware of its status. Another UX bug for current design.

I am tempted to think that the new UI fixes this ticket (https://stg.pagure.io runs a beta release of the next release). I'm going to close it as such, feel free to re-open if you disagree.
