#3372 Provide and easy way how to contact an admin

As a new user I tried to log into the https://src.fedoraproject.org/ instance with the following result:

Could not set up you as a user properly, please contact an admin

I checked the whole page but was not able to find a way how to contact the admin. There should probably be a dedicated place in the footer for an admin email address or a link where to file issues.

While fixing this we should also address the case of: how to report a security issue with this pagure instance.

Hi, I would like to look into this matter.

I think a good way to do this would be to store in the sources a .md or a .rst file with what we want to display on the contact page then have a configuration key pointing to this file so other instances can override it easily.
Then we could link to it in the footer next to the Documentation and on the error page/template.

Does that make sense?

The first thing you will need is a working local pagure instance, do you have one? If not there are a few ways to get pagure running locally: using vagrant, installing the dependencies and running ./runserver.py in the git clone, or using virtualenv.
Instructions for some of these methods are in the README of the project.

+1 on doing this and allowing a custom md/rst document. I've just wanted to open an RFE for this, since the instance I'm running is in need of this functionality. @thebugger in case you're no longer interested in working on this, please let me know, I'd be glad to contribute this functionality.
