Currently on Pagure.IO we have a number of projects that just use the Issue tracker. While it is possible to turn off pull requests, there is still a lot of redundant items in the UI for normal users of these projects.

THe idea here would be to have an option on a project to enable issue tracker only mode. While we probably still want the repo for that project to exist (and maybe be accessible by an admin) for edits to the readme, we pretty much just want the issue tracker and milestones items to be visible to the end-normal-user.

Should we assign this one to you @ryanlerch?
