The type of issue defaults to flock-cfp which has a corresponding template, but when I just go to the URL above, the template doesn't load (it just says "Describe your issue here").

When I change the type to something else and change it back to flock-cfp, then the template loads fine.
Repros in firefox and chrome.
This has already been reported in https://pagure.io/pagure/issue/3330 and is fixed in git.
