#3257 Add a way how to force an ACL rebuild

Hello again.
After an unfortunate creation of https://pagure.io/__pycache__ the ACL of the subsequently created repository https://pagure.io/festvox_cmu_us_slt_cg is not up-to date. I don't know whether the pycache repository was the cause, because i was not able to reproduce the same failure locally, but for this and probably other corner cases it would help if there was a way how to force an ACL rebuild other than through the API (which i wasn not able to trigger either, despite using a token with all permissions possible).
Also, looking in to the ACL issues of the mentioned repositories at pagure.io would help, because i sort of need the second one.


There is already such feature but it is for pagure admins only and I do not want to have it be publicly accessible as this would become a very easy DDoS surface.
