If someone has commit access to a repo they can push an unsigned commit see https://pagure.io/mash/cee22e33fc9933bc6269dca768e77a2cf3aa1c10 as an example. the repo requires all commits to be signed off and this was unexpected.
This is fixed by a new plugin/git hook implemented in https://pagure.io/pagure/pull-request/899
