I wasn't able to find a way to open/create a new pull request via the API documented at https://pagure.io/api/0/#pull-requests (I also searched trough the issues here and didn't find a similar request). Creating an issue trough API is a big deal when automating stuff. Without that, one must rely on Selenium, which can be a bit tedious.
