I'm not sure what you want to be changed here, accounts are created at the first login and groups are synced upon (re)login.
If you're looking for documentation changes for packagers, pagure isn't the right place for it :)

Thanks for your report, I always appreciate the feedback but in this case I think it does not concern pagure itself but more likely documentation on the Fedora wiki pages for packagers.
