Summary

Milestones are ordered by date in the dropdown menu on issues, but not in the admin interface for the repo. Milestones should use the same sorting method regardless of where they appear.

Background

This is a UI/UX issue. In some repos, the order of milestones in the dropdown menu don't match the order in the repo settings. To make this a feature request and not just a bug report, it would be nice to give a repo admin the option to drag-and-drop the milestones in an order of their choosing, so the manual order is reflected in the dropdown under issues.

Implementation

1. Repo admin goes to repo settings
2. Go to milestones, add new milestones
3. Beside each row, a hamburger icon displayed
4. Change order by dragging up or down by hamburger icon
5. Update milestones
6. In an issue, the milestones are sorted by repo admin's order
