#2619 Pagure should not treat a repo as forked until it is clonable

Several times in the last week, I've forked a repository on Pagure.io or src.fedoproject.org and tried to clone my fork, only to have it be unavailable for several minutes. The web UI should not tell treat it as fully forked until it is possible to clone it locally.


This is being fixed by https://pagure.io/pagure/pull-request/2571

It adds a banner at the top of the page mentioning that shell access may not work for everyone until the backend refreshed (so refreshing that page will tell you when you will be able to clone/push to a repo).
