By default, pagure is very noisy, all group members get notifications for everything they watch or have commit access to (even if unwatched). In order to filter these mails, it would be nice to have more X-pagure-* headers similar to Bugzilla, e,g,

I would really like to see something like X-pagure-reason which can help me filter out emails from groups I am part of (but don't actually have time to read). Nowadays with more and more group created, I think it makes more sense to figure out a way to tell why people are receiving a specific email (or disable notifications from some group, but this is not related with this RFE).

As pointed out on other mail notification issues, let's close this for now. I understand that there is lot of refactoring and improvement required in general but for now the goal is to identify the most critical bugs and most urgent issues in the backlog to work on new pagure releases. The whole topic will be picked up at a later point in a separate issue.

While true, closing the ticket may also make it harder to find back all the issues/RFEs previously filled about email notifications. Did you think about using tags to organize them?
