If I go to the https://pagure.io page in chromium, things like the login button are missing and the formatting is radically different (perhaps not even being used) than viewing the same page in Firefox.

Yes, of course. My apologies for not including them in the first place. That was silly of me.
The file chromium-page.png shows the page in Chromium on Fedora 25, and the file firefox-page.png shows the same page in Firefox on the same laptop.

Do you have some sort of plugin in chrome? This looks really like some of the CSS isn't being loaded.
A bunch of plugins, actually. However, it looks like Privacy Badger (from the EFF via the Chrome Web Store) is the problem; I can disable all plugins, and then enable only Privacy Badger and cause the problem to occur. If I enable all my normal plugins but disable Privacy Badger, all the CSS is used properly.
Unfortunately, that's not really a plugin I want to turn off :/...
