#2156 UX: make in-line replies in diff more intuitive

Me as regular user had hard time to answer to inline comment made to my PR. I'd expect some button/text field after the last inline comment on the particular line to provide answer. Instead of that I had to click on line where the original comment has been made and then I was able to answer by inline comment.

This behavior is not user friendly and I took me longer time until I was able to find out how to answer inline so I consider this as bad UX.

Or this may be actually bug, I see reply button but only for my comments, and when I click on button nothing happen

It did something, it filled textarea with citation in commets tab, but I was in files tab so I didn't notice and I expected to have created a new text field bellow in files tab

It looks like this is no longer a valid ticket since the new UI dropped the "Reply" button for in-line comments.

I'm going to close this ticket and if people feel that the reply comment should come back, let's open a new ticket and when we fix it, let's make sure we fix this issue as well :)
