#1877 Document pre-filling issue fields via the URL

As of https://pagure.io/pagure/pull-request/1868 we support pre-filling the fields of the new_issue page via argument in the URL: ?title=<title>&content=<issue content>

We should document this somewhere, but I don't quite know where :)
