I noticed that if I do an issue search like this one: https://pagure.io/pagure/issues?status=all&search_pattern=requests
The 'all' page says at the bottom "page 1 of 8" but all pages excepting the first are empty. The 'Open" and 'Closed' pages are fine, though. It appears that just the 'All' page is using the total issue count for pagination instead of the search result count.
