I have tested the url I am putting in the "Activate Web-hooks :" field by directly entering it into the browser. This direct entry triggers a build. Using the "Test web-hook" button does not trigger a build.

If I use http://requestb.in/ as target for the webhook and click on the 'Test web-hook' button, I do see a request coming in, so I think the button works.
However, for some reasons it seems the service had got stuck, so I had to restart it before seeing the call be made, so maybe you got the same problem.
