Reopen Issue

When updating a ticket, comments can accidentally be submitted multiple times. After clicking the button for the first time, the page does not get updated and the "Update Issue" can be clicked again, resulting in duplicate identical comments. See https://pagure.io/pagure/issue/1406 for an example.
