#1388 Can't login with FAS account due to email uniqueness restrictions

I changed my FAS email from A to B. Created a new FAS account using email A.

After that, when logging in pagure I get:

"Could not set up you as a user properly, please contact an admin"

After that, pagure showed me as logged in, but I could not check my settings nor my profile: I would get "No user FAS account found".

Then, I had to login into the other account and remove the old email from it (in pagure).

Since we use FAS accounts to login, maybe we could do as suggested in this bodhi issue, where I had a similar problem, and do not check for email uniqueness, but FAS account name uniqueness instead and have pagure to query FAS for changes in other attributes from time to time. https://github.com/fedora-infra/bodhi/issues/1005

This may be doable for bodhi but not for pagure as pagure isn't specific to FAS/Fedora.

I am more worried that it showed you as logged in while it shouldn't have.
