Pull requests get lost and return 404 not found. They are still correctly linked from forked repositories but they are simply lost instead of kept for future reference.
so, was this pull request "made to" this forked repo?
Nope. It was a regular pull request to the upstream project and it worked and the green link led to a real pull request page.
It looks like the right link was:

Maybe it's just a UI problem where the wrong link is used.
I'm sorry but i am not able to get this. The link opens fine and there seems to be no problem with that PR. Am i missing something? Which data are you talking about loosing?
The rpkg PR seems to be https://pagure.io/rpkg/pull-request/90

Aren't pull-request to the fork implicitly turned off ?
They are off by default, but can be turned back on in the settings page.
The link was at the first link I posted, in the branch list. It is no longer there. It is now gone but it wasn't at the time I reported it.
I was wrong, the links don't match, you can see the problem with the following link... screenshot with the link and its contents included.
