Adding an option for repository admins to set new issues / tickets filed to be private by default.
This option comes out of some brainstorming discussion and ideas from the 2016-09-08 FAmNA meeting on how to migrate our two Tracs to Pagure. One of those Tracs is used for resource supplement across the region and for reimbursements. The Trac contains private information such as financial records, addresses, and phone numbers that should not be public.
In the FAmNA Requests Trac, new tickets are always private by default and viewing access is only granted to Trac admins. I believe this can be replicated in Pagure with private issues and an "admin" group for viewing and handling these requests. However, I also foresee instances where private information "accidentally" becomes public information. It would be a helpful and preventative step if repository admins could simply specify their repo to have private-by-default tickets for any new tickets filed.
