In the main screen when visiting a Pagure instance, for example at pagure.io, currently there are "Projects", "Users", and Groups". It would be nice to have a "Welcome" tab that is shown first (instead of the current one, "Projects"), to introduce the site, tell what it is about, and general information about the website.

I like that :)

Looks fine to me. I hope I'm not being annoying, but here are some grammar suggestions:

The welcome needs a comma. Could also add an exclamation if you want to be really emphatic, as that seems to be the style these days: "Welcome to Pagure, pingou!"

"We are glad to welcome you to pagure" sounds better, though you could use something like "We're glad to welcome you" or "We are glad to welcome you onboard". Also "First steps in pagure" reads a bit better though I know that the "on" is in the name of the actual document.
