Problem

Some Tracs hold tickets to manage and handle sensitive information in all tickets, like the FAmNA Resources Request tracker, which contains information like financial records, addresses, and phone numbers that don't need to be public. Importing all tickets as private by default would be useful for migration.

Analysis

This is a tricky situation because while an easy solution for FAmNA Requests is to import ALL tickets as private, I wonder about other Tracs that might have a handful of tickets that are sensitive / private.

In the case of FAmNA Requests, it would be easiest to have all of the Trac tickets import as private issues in Pagure by default. Members of the repository or groups added to the repository would be able to view the legacy tickets and any new tickets filed.
